Property valuation in Israel is the first step in any sale, and it is also the step where the most expensive mistakes are made. A sound apartment valuation answers one precise question: what an informed buyer, financing the purchase through a bank, will agree to pay for this particular apartment in the coming months. An online calculator, a price estimate from a brokerage firm and an appraisal by a licensed real estate appraiser (shamai mekarke’in) each answer a different version of that question, which is why many sellers end up with three different numbers and no way to choose between them. In this guide we explain what each tool actually measures, when an appraiser is required, how the buyer’s bank appraiser affects your price, what changed in the definition of apartment area in September 2026, and how an estimate becomes an asking price. We set out the method for adjusting comparable sales, step by step, in our guide to apartment valuation in Ramat Aviv; here we focus on the decisions that come before the sale.
Property valuation in Israel: three tools that answer three different questions
The confusion starts because everyone uses the same words. In practice there are three different products, and each was built for a different purpose.
| The tool | What it is based on | The question it answers | Standing |
|---|---|---|---|
| Online valuation calculator | Averages of reported transactions in the area, by price per square meter | What the general range is on the street or in the neighborhood | An initial direction only |
| Price estimate from a brokerage firm | A price survey of closed transactions and properties currently on the market, together with firsthand knowledge of the apartments themselves | At what price the apartment is likely to sell in the current market | A basis for a commercial decision, not an appraisal opinion |
| Appraisal by a real estate appraiser | A site visit, a legal and planning review, comparable sales and adjustments under the profession’s standards | What the market value of the property is on a given date, for a defined purpose | A professional opinion that can be presented to a bank, a court or an authority |
This distinction is not a matter of semantics. In 2023 the Tel Aviv Magistrates’ Court gave a judgment, by consent of the parties, in a claim brought by the Association of Real Estate Appraisers against real estate brokers. Under that judgment a broker may not present himself as an appraiser and does not prepare an appraisal opinion or a review of a property’s planning status, but may conduct a price survey and present a price estimate based on publicly available data. That is exactly the right division: a brokerage firm knows what is happening in the market this week, and an appraiser knows how to sign off on a value that will stand up to outside scrutiny.
When you need a real estate appraiser and when a price estimate is enough
In an ordinary sale between an unrelated seller and buyer, there is no obligation to commission an appraisal before going to market. A well founded price estimate, together with a review of the property’s documents, is usually enough to set an asking price. There are situations in which it is advisable, and sometimes essential, to bring in a real estate appraiser:
- A dispute between owners. Heirs, partners or separating spouses need a number that every party can accept, and sometimes the court appoints an appraiser itself. In this context it is also worth reading our guide to dissolving joint ownership of an apartment.
- A transaction between relatives, or a transfer without full consideration. Here the value directly affects the tax calculations, and the tax advisor will usually ask for an appraisal.
- An unusual property. A private house with unused building rights, a penthouse with complex attached areas, a property with building violations, or a building in an urban renewal process. The fewer similar transactions there are, the greater the value of a professional appraisal.
- Betterment levy (heitel hashbacha). When such a payment is due on a sale, the planning and building committee sets the amount on the basis of an appraisal, and if the appraisal is disputed, an appraiser acting for the seller prepares the opinion that answers it.
When you commission an appraiser, make sure he or she is listed in the Register of Real Estate Appraisers kept by the Real Estate Appraisers Council at the Ministry of Justice, and define in writing the purpose of the appraisal and the effective date. An appraisal written for a mortgage, for example, is not necessarily suitable for a dispute between heirs.
The buyer’s bank appraiser: the number the seller does not see in advance
Most buyers in north Tel Aviv and in Ramat Hasharon, Herzliya, Ra’anana and Kfar Saba finance part of the purchase with a mortgage, and this is where a factor that sellers tend to forget comes into play. Under Bank of Israel Directive 329, the maximum loan to value ratio is 75% for the purchase of a sole apartment, 70% for a replacement apartment and 50% for an investment apartment. The ratio is measured against the value of the property, and if the bank’s appraiser values the apartment below the transaction price, the loan is calculated on the lower valuation and the difference shifts to the buyer’s own equity.
What this means for the seller: a price well above the recent transactions on the street is not stopped only at the negotiation stage. It can get through the negotiation and then stall after signing, when the buyer discovers that the bank will finance less than planned. A good apartment valuation checks in advance whether the asking price is supported by transactions that can be shown to a bank appraiser. We describe how the bank assesses the buyer and the property in our guide to mortgage approval in principle.
What raises and lowers the value of an apartment
There is no national table that says what a floor or a parking space is worth. The effect of each factor is measured anew in every neighborhood, from pairs of transactions that differ almost only in that factor. What can be said is which factors are examined, and in what order.
Structure and building
- Floor and elevator. In a building with an elevator, a high floor with a view usually sells at a premium. In a building without an elevator, the upper floors lose buyers, mainly families with young children and older buyers.
- Safe room (mamad). In recent years it has gone from a desirable extra to a requirement for a large share of buyers, and its absence narrows the pool of buyers.
- Parking and storage. There is a big difference between a parking space registered and attached to the apartment in the Land Registry (tabu) extract and a parking space held “by agreement between the neighbors”. The bank’s appraiser relies on what is registered.
- Condition of the building and the house committee. The facade, lobby, elevator and ongoing maintenance shape the first impression, and the closing price.
The apartment itself
- Condition and renovation. A full, recent renovation raises the price, but almost never by the amount invested. Many buyers prefer to renovate to their own taste.
- Layout, exposure and light. A four room apartment with a wide living room and exposure on three sides is not the same product as an apartment of the same size with a long corridor.
- Balconies. An open sun balcony and an enclosed balcony are measured and priced differently, and a balcony enclosed without a permit can become a problem for financing.
Rights and planning status
- Registration. A registered condominium, a match between the tabu extract and the actual situation, and the absence of unusual caveats (he’arot azhara) shorten the transaction and reduce the buyer’s risk.
- Unused building rights. In private houses and penthouses in Ramat Hasharon, Herzliya, Ra’anana and Kfar Saba, part of the value lies in what the plan that applies to the plot allows to be built. This is exactly the kind of review that justifies an appraiser or an architect.
- Urban renewal. A signed agreement with a developer and a plan advanced at the planning committee are facts. Preliminary conversations among residents are not yet value.
Apartment area: the new standard from September 2026 and why a meter is not always a meter
Almost every apartment valuation starts with a price per square meter, so the question of what counts as a meter is not a technicality. In September 2026 the Real Estate Appraisers Council approved Standard 9.1, which replaces Standard 9.0 from 2007 and redefines “apartment area” for appraisal purposes. Among other things, it provides that:
- For a wall shared between the apartment and a common space in the building, only half of its thickness is included in the area, up to 10 cm.
- Laundry enclosures are not included in the apartment area.
- An attic is included only in the parts with a height of at least 1.80 meters.
- Parking and storage are not part of the apartment area and are reported separately as attached areas.
Standard 9.0 was previously adopted under the Sale (Apartments) Law, so developers declare the apartment area in the contract according to it. Municipal property tax (arnona), by contrast, is measured according to each municipality’s own rules, and listings on real estate websites are written however the advertiser chose. The practical result: before comparing the price per meter of two apartments, check that the meters were measured by the same method. Comparing the arnona area of one apartment with the registered area of another can create an illusory gap of tens of thousands of shekels, and sometimes more.
Comparable sales in the 2026 market: time is an adjustment too
The public source for closed transactions is the Israel Tax Authority’s real estate database, which is based on the declarations the seller and the buyer file for every sale. Since 2017 the declaration has been filed within 30 days of the transaction, so the transactions of the past month usually do not yet appear.
In a property valuation in Israel, each transaction has to be adjusted not only to the apartment but also to its date. According to the Central Bureau of Statistics dwelling price index published on October 15, 2026, prices in the Tel Aviv District fell 0.9% in July and August compared with June and July, and 1.9% compared with the same period in 2025. Nationwide, the annual decline was 1.8%. These are provisional, district level figures, and in some neighborhoods the picture is different, but the conclusion is clear: a transaction from a year ago is not today’s price, and a seller who prices according to the 2025 peak is pricing a market that has already changed.
A practical working rule: transactions from recent months receive a high weight, transactions a year old are adjusted for the change in the market, and older transactions serve only to understand the trend. At the same time, review the active listings in the area. They tell you nothing about closing prices, but they show which apartments the buyer will compare yours with.
A worked example: from apartment valuation to asking price
The following example is for illustration only, and its figures do not reflect a real property or transaction. Assume a four room apartment in Ra’anana, 105 sq m registered, on the third floor of a building with an elevator, with a safe room and a registered parking space, in good condition without a comprehensive renovation.
- Transaction A: a similar apartment on a nearby street, 100 sq m, sold two months ago for ₪3,150,000. Adjust for the larger area and barely at all for time. After adjustment: about ₪3,280,000.
- Transaction B: 110 sq m in a building without a safe room, sold ten months ago for ₪3,300,000. Add an adjustment for the safe room, deduct for the larger area and adjust for the market decline of about 1.5% since then. After adjustment: about ₪3,250,000.
- Transaction C: 105 sq m, fully renovated, sold four months ago for ₪3,500,000. Deduct the renovation premium. After adjustment: about ₪3,300,000.
The resulting range is ₪3,250,000 to ₪3,300,000. Now check the financing: a buyer who is upgrading and selling an existing apartment can receive up to 70% financing. If the bank’s appraiser values the apartment at ₪3,280,000, the maximum loan will be about ₪2,296,000. If the agreed price is ₪3,450,000, the buyer has to cover from equity not only 30% but also the entire difference of ₪170,000 above the appraisal.
On this basis, an asking price of about ₪3,390,000 can be chosen, which leaves room for reasonable negotiation and returns to the range the bank is expected to support. An asking price of ₪3,600,000, by contrast, will attract fewer inquiries, lengthen the marketing period and often end in a public price reduction that weakens your bargaining position.
From estimate to decision: how to set the asking price
An apartment valuation gives a range. The asking price is a strategic decision within that range, and it comes in three main versions:
- A price at the upper end of the range with a moderate margin for negotiation. Suitable for most apartments, especially when the property has a clear advantage not found in the comparable sales.
- A price within the range, aimed at a quick closing. Suitable for those who have already committed to another purchase or who face a fixed timetable. We wrote about the question of which comes first in our guide sell first or buy first.
- A high price “to test the market”. It sounds cautious, but in practice it burns the first weeks, when the apartment is new on the market and the most active buyers see it.
Once the apartment is on the market, the market itself gives feedback. The number of inquiries, the number of viewings and whether offers come in are the real measure of whether the valuation was right. Many viewings without offers usually indicate a gap between the price and what buyers see in the apartment. Few inquiries indicate a price that keeps buyers away before they have even seen the property.

Frequently Asked Questions
How much does a real estate appraiser cost for an apartment?
There is no uniform fee schedule. Appraisers set their fees according to the type of property, the purpose of the appraisal and the scope of the review, and an appraisal for a court or for a complex property costs more than one for an ordinary apartment. It is worth getting several quotes and confirming that the appraiser is listed in the Register of Real Estate Appraisers.
Is an online apartment valuation calculator reliable?
It gives a general direction, not a price. A calculator does not know the condition of the apartment, whether the parking space is registered, what the floor and view are, or which method was used to measure the area in each transaction. In varied neighborhoods such as north Tel Aviv the deviation can be significant.
Is a real estate broker allowed to give a property valuation?
A broker may conduct a price survey and present a price estimate based on transactions and publicly available data, and this is the basis for setting an asking price. An appraisal opinion, presented to a bank or a court, is prepared by a licensed real estate appraiser.
What happens if the buyer’s bank appraiser values the apartment below the price?
The bank calculates the mortgage on the lower valuation, and the buyer has to cover the difference from equity. If the buyer cannot, the deal may be reopened for negotiation. That is why it is worth setting, from the outset, a price supported by comparable sales, and drafting the agreement with your lawyer accordingly.
Which area counts in an apartment valuation: tabu, arnona or the standard?
An appraiser measures according to the profession’s standards, and in September 2026 Standard 9.1 was approved, redefining apartment area. The arnona area is set by the municipality’s rules and the tabu area by the registration. Each of them can be different, which is why price per meter should be compared only when the areas were measured by the same method.
