An apartment valuation in Neve Avivim is one of the more demanding exercises in North Tel Aviv, not because data is scarce, but because the data misleads unless you take it apart. In a neighborhood where towers from the 1970s stand beside long walkup blocks with no elevator, buildings that have signed with a developer and newly completed projects, an average price per square meter says very little about any specific apartment. This guide sets out the factors that drive value in Neve Avivim in particular, and how each one enters the calculation.
Why online calculators struggle with an apartment valuation in Neve Avivim
An online valuation calculator takes transactions from the area, derives a price per square meter and multiplies it by floor area. In a uniform neighborhood that gives a reasonable direction. Neve Avivim has three built in problems:
- Different products mixed together. A sale in a building with a permit for pinui binui (demolition and reconstruction), a sale of a new apartment in a completed project and a sale in an old walkup block with no safe room (mamad) all go into the same average. The difference between them is not statistical noise; it is a difference in the nature of the asset.
- Floor area that is not consistent. The calculator cannot tell whether the size in a given transaction is the registered area, the arnona (municipal tax) area or the area the seller declared.
- Few transactions per building. In a small building years can pass between sales, and an old sale reflects a different market and a different planning stage.
A calculator is a starting point. A real valuation begins once you neutralize the differences described here. The general principles of valuation in Ramat Aviv, without the neighborhood focus, are covered in our guide to apartment valuation in Ramat Aviv.
Registered area versus actual area
In the older buildings of the neighborhood there is almost always more than one figure for the size of the apartment:
- The area registered in the land registry extract (nesach tabu). This is the area defined when the condominium was registered, and it usually excludes changes made later.
- The arnona area. It is set under the municipal arnona order, which defines what is included in the measurement and may count covered balconies and additional spaces. That is why it sometimes differs from the registered area.
- The actual area. It includes enclosed balconies, a room added at the expense of a service balcony and similar changes.
The buyer pays for the difference, but in practice the bank appraiser decides it. An appraiser working for a mortgage relies on the area permitted under the building permit, and space added without a permit usually receives only partial weight, if any. When a seller prices by actual area and a buyer is financed by permitted area, a gap opens that surfaces only after a price has been agreed. A sound valuation therefore separates the permitted area from the addition and prices each one on its own.
A practical check before you set a price
- Order a current land registry extract and note the registered area and the attached rights (such as parking or storage).
- Request the permit and plans for the apartment from the building file at the municipality, and compare them with the current layout.
- Mark every added space on the floor plan, and check whether it can be legalized and at what cost.
- Compare with the area on the arnona bill, and understand where the difference comes from.
- Show the buyer all three figures openly, with an explanation. A buyer who understands the gap in advance negotiates less when the appraiser arrives.
This check takes a few days, and it prevents the most common scenario in which a deal in the neighborhood stalls: a price agreed on the basis of an area the bank does not recognize.
Urban renewal stage as a factor in an apartment valuation in Neve Avivim
This is the factor that sets Neve Avivim apart from most neighborhoods in the city. TAMA 38 expired within Tel Aviv in August 2024, and it is meant to be replaced by plan TA/5555, a comprehensive urban renewal plan that was submitted to the District Planning Committee in August 2025. In the presentation the municipality published for the neighborhood, zones are defined by track: demolition and rebuilding, reinforcement with added floors, and reinforcement with added space at the rear of the building. Alongside this, pinui binui compounds are being advanced in the neighborhood through detailed plans, such as the project on HaSavoraim Street where 42 apartments were replaced by 107.
The effect on value changes with the stage:
| Stage | What the market prices | What to check |
|---|---|---|
| No process | The existing apartment, with general potential | Which track, if any, the building is marked for in the municipal plan |
| Residents organizing and selecting a developer | Potential at a large discount because of uncertainty | How many owners support it, and whether there are material objectors |
| Signed agreement | Part of the future apartment, net of time and risk | The consideration per apartment, the signature rate, the developer, the guarantees |
| Approved plan or permit | A larger share of the future apartment | Permit conditions, bank financing of the project, expected eviction date |
| Construction under way | The new apartment, net of the time until handover | Pace of construction, stability of the developer |
Pinui binui requires a majority of two thirds of the apartment owners, with additional conditions for each building in the compound. An agreement signed by only some of the owners is therefore not equivalent to one that has secured a majority. An appraiser or agent who includes the value of the future apartment without deducting time and risk is overvaluing.
Street, floor and orientation
Within the neighborhood, micro location shifts value in ways buyers feel immediately:
- Interior street versus main artery. The interior streets, such as Rav Ashi, Ravina, HaAmoraim and HaSavoraim, are quieter. Apartments facing Chaim Levanon, Einstein or Namir Road contend with noise and traffic, and on the other hand enjoy better access.
- Floor and view. In the towers, a high floor with an open view is a central value driver. In a building without an elevator it is the opposite: a high floor narrows the pool of buyers.
- Orientation and light. An apartment facing a garden or a quiet inner courtyard, with good ventilation, is priced differently from a shaded apartment overlooking a parking lot.
- Future transport. The Einstein station on the Green Line, which according to NTA (the Tel Aviv metropolitan transit authority) is expected to be fully operational in 2030, may affect demand in the future. Value today reflects mainly the current situation, and the timetable has already slipped in the past.
Parking and elevators in the older buildings
In new construction, parking and an elevator are a given. In Neve Avivim they are variables:
- Parking registered as an attached right is worth more than shared parking under an arrangement among residents, because it can be sold and mortgaged together with the apartment. Check it in the registry extract, not in the listing.
- Underground parking exists in some of the towers, for example at Tagore 40, 42 and 44, which were built with an underground garage from the outset. In the long walkup blocks parking is usually at street level or on the street.
- An elevator matters mainly for upper floors in low rise buildings. A building with an approved plan to add an elevator is worth more than one where it is still an open question.
- Protection. The absence of a safe room reduces demand among young families. In buildings where adding safe rooms and balconies is being advanced, as in several buildings on Yehuda HaNasi Street, the stage of that process enters the valuation.
An illustrative example: how differences are neutralized
The example is hypothetical, and its figures were chosen to illustrate the method only, not as market data. Suppose that in a nearby building on the same street a four room apartment with a registered area of 100 sq m, on the first floor, with registered parking, recently sold for ₪4,800,000. Your apartment has a registered area of 95 sq m, plus 8 sq m of balcony enclosed without a permit, on the third floor with no elevator and no registered parking. Both buildings are at the same planning stage.
- Registered area. 5 sq m less, at the price per square meter implied by that transaction: a reduction of about ₪240,000.
- The enclosed balcony. It has practical value to a buyer, but the bank appraiser will probably not recognize it. Assume a partial addition of ₪100,000.
- Parking. Assume a reduction of ₪200,000 for the absence of registered parking.
- Floor without an elevator. Assume a reduction of ₪100,000.
The result: ₪4,800,000 minus ₪440,000, or about ₪4,360,000, as a starting point that still needs to be tested against further transactions. The difference between this figure and the neighbor’s sale price is precisely the difference between pricing by hearsay and a valuation.
What a professional valuation actually involves
There are two kinds of valuation, and each has its role:
- An opinion from an agent who knows the neighborhood. It is based on closed transactions, current supply and familiarity with demand. It answers the question of what the apartment will sell for under market conditions, and it is used for pricing before marketing. You can request such a property valuation as a starting point.
- A report from a licensed real estate appraiser (shamai). A professional document required when an official figure is needed: a dispute, an inheritance, a dissolution of joint ownership (pirok shituf), a mortgage or an objection to a betterment levy. The appraiser also examines the planning and legal status in depth.
In both cases a good valuation in Neve Avivim includes the same components: the land registry extract, the permit and building file, the planning status and renewal documents, and comparable transactions chosen because they are genuinely similar. If you are planning a sale, the next steps are in our guide to selling an apartment in Neve Avivim, and the tax impact of the sale is covered in our guide to capital gains tax on an apartment sale (mas shevach).
Trends that affect value
- Approval of plan TA/5555. Final approval will turn the building’s marking on the map from a direction into an entitlement, and will affect apartments in buildings marked for demolition and rebuilding or for added floors. Until then the effect is partial.
- New supply from renewal. Every completed project adds new apartments with a safe room and parking that compete for the same buyers. An older apartment without planning potential will be compared with them.
- Financing conditions. Mortgage rates and credit limits affect purchasing power across the city, and especially for expensive apartments.
- Transport. Progress on the Green Line may strengthen demand around Einstein, depending on the actual timetable.
Frequently asked questions
How is an apartment valuation in Neve Avivim carried out?
You start from transactions that actually closed, as published on the government real estate website, and neutralize differences in registered area, floor and elevator, parking, location and, above all, the building’s renewal stage. For an official figure, you turn to a licensed appraiser.
Does an enclosed balcony count toward the apartment’s value?
It has practical value to a buyer, but the bank appraiser relies on the area permitted under the building permit. It therefore usually receives partial weight, depending on whether it can be legalized.
How much does a signed pinui binui agreement add to value?
There is no fixed rate. The addition depends on the consideration per apartment, the signature rate, the planning stage and the developer, and it is calculated as part of the value of the future apartment net of time and risk.
Why did the bank appraiser value the apartment below the agreed price?
Usually because of a gap between actual and permitted area, building irregularities or a conservative choice of comparable transactions. You can ask the bank to reconsider with additional data, or turn to a second appraiser.
What is the difference between an agent’s valuation and an appraiser’s report?
An agent estimates what the apartment is likely to sell for under market conditions, based on transactions, supply and demand, and this is used for pricing before marketing. A licensed appraiser issues an official report required by a bank, a court or an authority, and also examines the planning and legal status in depth.
Is the light rail already raising apartment prices in the neighborhood?
The Green Line is expected to be fully operational in 2030 according to NTA. The effect on prices today depends on market expectations, and it is unwise to price it as if the line were already running.
