Arsuf is a community settlement in the Hof HaSharon Regional Council, on a sandstone cliff 35 meters high between Highway 2 and the Mediterranean Sea, near Kibbutz Shefayim. According to the regional council, it was established in 1995 on private land, and its name comes from the nearby Tel Arshaf. Most of the residents work in the liberal professions.
The community covers about 250 dunams and is designed for one hundred families, and today 41 families live there. All the homes are villas, except for one apartment building with 9 apartments on five levels. The community is fenced, and according to media reports, several of the most prominent business people in the Israeli economy live or own property there.
Note the names: according to a petition filed in 2025, the community recognized in 1996 under the name Arsuf was originally called “Neve Yam”. To its east is Arsuf Kedem, an established community from 1935 with about 40 housing units, which is not officially recognized. And the Tzukei Arsuf neighborhood, located nearby, actually belongs to the municipal area of Kibbutz Ga’ash. This page is about Arsuf itself.
Arsuf has no public buildings, so there is no school or kindergarten inside it. The nearest institutions are in the neighboring Kibbutz Shefayim. An official assignment of Arsuf’s children to a specific institution was not published in the sources we checked, so it is worth confirming it in advance with the Hof HaSharon Regional Council.

“It is the only community in Israel that has a sea like this right outside the house,” a real estate appraiser told ynet in 2024. The beach has an adjacent nature reserve, and nearby is Tel Arshaf, which is today part of Apollonia National Park.
In 2013 a petition was accepted that required the community to allow public access to the beach, and in November 2018 it was ruled that the parking tickets issued at the site were illegal.

Arsuf is a purely residential community: it has no public buildings, and a business license cannot be obtained there. That is part of the charm, but also something important to understand before moving there. All services are in the surrounding communities.
The nearest shopping center is Hutzot Shefayim, west of the Rishpon Ga’ash Interchange, and a direct road leads to it from the Tzukei Arsuf area. The neighboring moshav of Rishpon has a complex of design shops, and in Kfar Shmaryahu, a little to the south, is the commercial center at Kikar HaRishonim.
The entrance to the area is from the traffic circle leading to Shefayim and Arsuf. The Hof HaSharon Interchange (km 21 on Highway 2) and the Rishpon Ga’ash Interchange (km 19), which connects to the Ayalon Highway and Route 531. According to ynet, it is about a half hour drive from Tel Aviv.
There is no public transportation to the community. Ra’anana West station is about 4.9 km away as the crow flies, and Herzliya station about 5.6 km.
The community has no sewage infrastructure, and residents empty their tanks themselves. In the shared building at 6 Tzdaf Yam Street, residents pay ₪1,000 for each emptying, twice a week (December 2025).
Arsuf’s building plan was approved in the late 1990s and divides the community into 85 lots of 700 or 1,400 sqm. According to a real estate appraiser quoted in ynet (August 2024), a 700 sqm lot was purchased for ₪18 to ₪20 million before construction. A broker quoted in the same article estimated properties on 700 sqm at ₪15 to ₪20 million, and properties of one dunam and more at ₪30 to ₪40 million, depending on whether they are in the first or second row from the sea. According to him, a 1.4 dunam lot in the third row sold less than a year earlier for ₪12 million. In August 2026 Globes reported on a villa owned by the Steinmetz family that sold for ₪27 million, after being purchased in the 1990s for $2.7 million.
